A mega seminar on reforms in the country's agriculture

Special Assistant to the Prime Minister for Food Security Jamshed Iqbal Cheema has said that the program Agriculture Transformation Plan as Envisaged by the Honourable Prime Minister of Pakistan is in fact a program of economic and social emancipation of the farmers. The goal of this program is self-sufficiency in food and eradication of poverty. Jamshed Iqbal Cheema expressed these views at a mega seminar on reforms in the country's agriculture held today at the Islamia University of Bahawalpur. He said that the Prime Minister's program of changing Pakistan from agriculture to food sufficient country basically consists of three parts. The first part is to save water, the second part is to increase the agricultural area and the third part is to increase the production of fruits and vegetables. He termed the Prime Minister's Agriculture Development Program as consisting of food, wheat and fiber. He said that 138 million acre feet of water is currently available in Pakistan, out of which only 13 million acres feet is being used. According to the Prime Minister's plan, water use will be increased to 26 million acre feet and storage capacity will be created accordingly. A total of 220 million acres of land is available for cultivation in Pakistan out of which only 55 million acres are being used for agriculture which will be gradually increased. Similarly, the population of Pakistan is suffering from malnutrition, so the production of vegetables and fruits will be brought on par with the production of grains and wheat. "Our priorities are livestock, fruit and vegetable production, restoration of the cotton crop, grain production and encouraging the cultivation of sugar beet instead of sugarcane," he said. He said that agriculture and food security plan have started in a comprehensive manner. Thousands of acres of land have become arable in Balochistan, Khyber Pakhtunkhwa and the former FATA. In areas of the former FATA where people have been fighting terrorism for decades, they are now growing olives and other crops in connection with agriculture. With the help of solar technology, areas of former FATA, Khyber Pakhtunkhwa and Balochistan are being irrigated and settled. He said that the Prime Minister felt the need for future food requirements in view of the growing population. He often mentions malnutrition because by international standards, our people are 38% malnourished. It is an agricultural country but wheat is still being imported. The government is focusing on food self-sufficiency as well a textile exports. After 7 years, exports in the textile sector reached to 3 billion, which will be gradually increased to 20 billion and 26 billion US dollar. The government has increased the textile subsidy from Rs 66 billion to Rs 115 billion. Electricity and gas have been made cheaper for the textile industry and imports of machinery are being promoted. The food processing sector is very important. He said that agricultural research in Islamia University Bahawalpur is commendable. Vice Chancellor Engr. Prof. Dr. Athar Mahboob is taking special interest in research activities at the University. The university has senior experts like Prof. Dr. Muhammad Iqbal Bandesha and emerging agricultural scientists like Dr. Muhammad Ali Raza. He said that an institution like a university has its own sanctity. The university should introduce its brand of cotton, honey and olives produced in agricultural research to the market. He said that Pothohar region was being turned into a honey valley and 10,000 tonnes of honey was being produced from Margalla hills alone. 4.1 million Olive trees have been planted in ex-FATA areas. There are practical examples for university experts and they should lead and lead the entire country in the field of research. Encouraging the number of female faculty and students present at the event, she said that the role of women in the country's labor force is very important and they can play an active role in all walks of life as per the vision of the Prime Minister. On this occasion, Vice Chancellor Engr. Prof. Dr. Athar Mahboob thanked the Special Assistant to the Prime Minister for Food Security Jamshed Iqbal Cheema for coming to the University and delivering the keynote address. He said that his participation in the Prime Minister's National Seminar on Agriculture Transformation Plan as Envisaged by the Honourable Prime Minister of Pakistan was a great honor for the University. He said that Islamia University Bahawalpur has become a big name in the world in teaching and research and all this is the result of hard work of the faculty and government patronage. Prof. Dr. Muhammad Iqbal Bandisha Dean Faculty of Agriculture and Director Research gave a special briefing on the development of agriculture sector on the occasion. He presented technical recommendations to make 30% of the 6.6 million acre Cholistan Desert cultivable. He said that restoration of cotton crop is very important for the economy of the country and Islamia University Bahawalpur cotton varieties are being cultivated on 41% area of Punjab. These species are highly resistant to threats such as high temperatures, low water, Curl Leave Viruses and whiteflies. Registrar Prof. Dr. Moazzam Jameel addressed the function and delivered the welcome address. Secretary Agriculture South Punjab Saqib Ali Ateel said that the Prime Minister's plan for the development of agriculture was in fact the name of converting traditional farming methods into modern farming methods. This will enable higher production at lower cost and prosperity of the farmer. The development of modern technology in agriculture and reduction in the use of chemicals are the most important part of this project. Asif Majeed of Evyol Group said that the private sector is fully prepared to take advantage of the Prime Minister's vision for agricultural development and Special Assistant Jamshed Iqbal Cheema is playing an outstanding role in this regard. On the occasion, President Kisan Ittehad Khalid Mahmood Khokhar said that Kisan never disappointed the nation. Whether it was terrorism or the lockdown of Covid-19, the farmer continued his work and the agriculture sector took over the country's economy. Cotton Commissioner Dr. Khalid Abdullah said that agricultural research needs to be encouraged and the government is paying full attention to it. Dr Muhammad Ali Raza and Fariduddin, an artificial rain expert, also addressed the gathering. وزیر اعظم کے معاون خصوصی برائے فوڈ سیکورٹی جمشید اقبال چیمہ نے کہا ہے کہ وزیر اعظم پاکستان جناب عمران خان کا زرعی اصلاحات اور ترقی کا پروگرام دراصل کسان کی معاشی اور سماجی آزادی کا پروگرام ہے۔ اس پروگرام کی منزل خوراک میں خود کفالت اور غربت کا خاتمہ ہے۔جمشید اقبال چیمہ نے ان خیالات کا اظہار آج اسلامیہ یونیورسٹی بہاول پور میں وزیر اعظم پاکستان جناب عمران خان کے ویژن کے مطابق ملکی زراعت میں اصلاحات کے حوالے سے منعقد ہونے والے میگا سیمینار سے خطاب کرتے ہوئے کیا۔ انہوں نے کہا کہ وزیر ا عظم کے پروگرام زراعت سے خوراک تک کا بدلتا پاکستان بنیادی طور پر تین حصوں پر مشتمل ہے۔ پہلا حصہ پانی کی بچت، دوسرا حصہ زرعی رقبے میں اضافہ اور تیسرا حصہ پھلوں اور سبزیات کی پیداوار میں اضافہ ہے۔ انہوں نے وزیرا عظم کے زراعت کی ترقی کے حوالے سے پروگرام کو فوڈ، ویٹ اور فائبر پر مشتمل قرار دیا۔ انہوں نے کہا کہ پاکستان میں اس وقت 138ملین ایکڑ فٹ پانی دستیاب ہے جس میں سے صرف 13کروڑ ملین ایکڑ فٹ استعمال کیا جا رہا ہے۔ وزیراعظم کے پلان کے مطابق پانی کے استعمال کو بڑھا کر 26ملین ایکڑ فٹ کر دیا جائیگا اور اسی مناسبت سے اس کو ذخیرہ کرنے کی صلاحیت پیدا کی جائے گی۔ پاکستان میں کل 22کروڑ ایکڑ زمین کاشت کے لیے دستیاب ہے جس میں سے صرف 5.5کروڑ ایکڑ زمین زراعت کے لیے استعمال ہو رہی ہے جس میں بتدریج اضافہ کیا جائے گا۔ اِسی طرح پاکستان کی آبادی غذائیت کی کمی کا شکار ہے لہٰذا سبزیوں اور پھلوں کی پیداوار کو اناج اور گیہوں کی پیداوار کے برابر لایا جائے گا۔ انہوں نے کہا کہ ہمارے ترجیحات میں لائیو سٹاک، پھلوں اور سبزیوں کی پیداور، کپاس کی فصل کی بحالی، اناج کی پیداوار اور گنے کی بجائے شوگر بیٹ کی کاشت کی حوصلہ افزائی کرنا ہے۔ انہوں نے کہا کہ زرعی اصلاحات کا آغاز جامع انداز سے شروع ہو گیا ہے۔ بلوچستان، خیبر پختونخواہ اور سابق فاٹا میں ہزاروں ایکڑ اراضی قابل کاشت ہو گئی ہے۔سابق فاٹا کے علاقوں میں جہاں کی عوام دہائیوں تک دہشت گردی سے لڑتے رہے اب زراعت سے وابستہ ہو کر زیتون اور دیگر فصلیں اُگا رہے ہیں۔ سولر ٹیکنالوجی کی مدد سے سابق فاٹا،خیبر پختوانخواہ اور بلوچستان کے علاقے سیراب اور آباد ہو رہے ہیں۔ انہوں نے کہا کہ وزیر اعظم نے بڑھتی ہوئی آبادی کے پیش نظر مستقبل کی خوراک کی ضروریات کو محسوس کیا۔ وہ اکثر غذائیت کی کمی کا ذکر کرتے ہیں کیونکہ عالمی معیارات کے مطابق ہمارے ہاں لوگ 38فیصد کم خوراکی کا شکار ہیں۔ کہنے کو تو زرعی ملک ہے لیکن گندم ابھی تک امپورٹ ہو رہی ہے۔ حکومت خوراک میں خود کفالت کے ساتھ ساتھ ٹیکسٹائل کی ایکسپورٹ پر بھی توجہ دے رہی ہے۔ 7برس بعد ٹیکسٹائل کے شعبے میں تین ارب ڈالر کی ایکسپورٹ ہوئی جسے بتدریج بڑھا کر 20ارب اور 26ارب ڈالر کر دیا جائے گا۔ حکومت نے ٹیکسٹائل کی سبسڈی 66ارب سے بڑھا کر 115ارب روپے کر دی ہے۔ ٹیکسٹائل کی صنعت کے لیے بجلی اور گیس سستی کر دی ہے اور مشینری کی امپورٹ کو فروغ دیا جارہا ہے۔ فوڈ پراسسنگ کا شعبہ بہت اہمیت کا حامل ہے۔ انہوں نے کہا کہ اسلامیہ یونیورسٹی بہاول پور میں زرعی تحقیق قابل تعریف ہے۔ وائس چانسلر انجینئر پروفیسر ڈاکٹر اطہر محبوب یونیورسٹی میں تحقیقی سرگرمیوں میں خصوصی دلچسپی لے رہے ہیں۔ یونیورسٹی میں پروفیسر ڈاکٹر محمد اقبال بندیشہ جیسے سینئر ماہرین اور ڈاکٹر محمد علی رضا جیسے اُبھرتے ہوئے زرعی سائنسدان موجود ہیں۔ انہوں نے کہا یونیورسٹی جیسے اِدارے کا اپنا ایک تقدس ہے۔ یونیورسٹی زرعی تحقیق س پیدا ہونے والی کپاس، شہد اور زیتون کو اپنے برانڈ سے مارکیٹ میں متعارف کروائے۔ انہوں نے کہا کہ پوٹھوہار کے خطے کو شہد کی وادی میں بدلا جا رہا ہے اور صرف مارگلہ کے پہاڑوں سے 10ہزار ٹن شہد پیدا ہو رہا ہے۔فاٹا کے علاقوں میں زیتون کے 41لاکھ درخت کاشت کیے گئے ہیں۔ یونیورسٹی کے ماہرین کے لیے یہ عملی مثالیں موجود ہیں اور انہیں چاہیے کہ وہ تحقیق کے شعبے میں پورے ملک کی رہنمائی اور قیادت سنبھالیں۔ تقریب میں موجود خواتین فیکلٹی اور طلباء وطالبات کی تعداد کو حوصلہ افزاء قرار دیتے ہوئے انہوں نے کہا کہ ملکی لیبر فورس میں خواتین کا کردار انتہائی اہم ہے اور وہ وزیر اعظم کے ویژن کے مطابق ہر شعبہ ہائے زندگی میں فعال کردار ادا کرسکتی ہیں۔ اس موقع پر وائس چانسلر انجینئر پروفیسر ڈاکٹر اطہر محبوب نے وزیراعظم کے معاون خصوصی برائے فوڈ سیکورٹی جمشید اقبال چیمہ کی یونیورسٹی میں آمد اور کلیدی خطبے پر خصوصی شکریہ ادا کیا۔ انہوں نے کہا کہ وزیر اعظم کے زراعت کے ویژن پر مبنی قومی سیمینار میں اُن کی شرکت یونیورسٹی کے لیے بہت بڑا اعزاز ہے۔ انہوں نے کہا کہ اسلامیہ یونیورسٹی بہاول پور تدریس اور تحقیق میں عالمی سطح پر ایک بڑا نام بن چکی ہے اور یہ سب کچھ فیکلٹی کی محنت اور حکومتی سرپرستی کا نتیجہ ہے۔ پروفیسر ڈاکٹر محمد اقبال بندیشہ ڈین فیکلٹی آف ایگریکلچر اور ڈائریکٹر ریسرچ نے اس موقع پر زراعت کے شعبے کی ترقی پر خصوصی بریفنگ دی۔ انہوں نے 6.6ملین ایکڑ رقبے پر مشتمل صحرائے چولستان کے 30فیصد رقبے کو قابل کاشت بنانے کے لیے تکنیکی سفارشات پیش کیں۔ انہوں نے کہا کہ کپاس کی فصل کی بحالی ملک کی معیشت کے لیے بہت ضروری ہے اور اسلامیہ یونیورسٹی بہاول پور کپاس کی اقسام پنجاب کے 41فیصد رقبے پر کاشت ہو رہی ہیں۔ یہ اقسام بلند درجہ حرارت، کم پانی، پتہ مروڑ وائر س اور سفید مکھی جیسے خطرات کا بھرپور مقابلہ کرتی ہیں۔ تقریب سے رجسٹرار پروفیسر ڈاکٹر معظم جمیل نے خطاب کیا اور خطبہ استقبالہ پیش کیا۔ سیکریٹری زراعت ساؤتھ پنجاب ثاقب علی عتیل نے کہا کہ وزیر اعظم کا زراعت کی ترقی کے لیے منصوبہ اصل میں روایتی طریقہ کاشت کو جدید طریقہ کاشت میں بدلنے کا نام ہے۔ جس سے کم اخراجات میں زیادہ پیداوار ممکن ہو گی اور کسان کی خوشحالی ممکن ہو گی۔ زراعت میں جدید ٹیکنالوجی کا فروغ اور کیمیائی ادویات کے استعمال میں کمی اس منصوبے کا اہم ترین جز وہے۔ ایویول گروپ کے آصف مجید نے کہا کہ نجی شعبہ وزیر اعظم کے زراعت کی ترقی پر مبنی ویژن سے فائدہ اُٹھانے کے لیے پوری طرح تیار ہے اور اس سلسلے میں معاون خصوصی جمشید اقبال چیمہ شاندار کردار ادا کر رہے ہیں۔ اس موقع پر صدر کسان اتحاد خالد محمود کھوکھر نے کہا کہ کسان نے قوم کو کبھی مایوس نہیں کیا۔ دہشت گردی ہو یا کرونا کا لاک ڈاؤن کسان نے اپنا کام جا ری رکھا اور زراعت کے شعبے ہی نے ملک معیشت کو سنبھالے رکھا۔ کاٹن کمشنر ڈاکٹر خالد عبداللہ نے کہا کہ زرعی تحقیقی کی حوصلہ افزائی کی ضرورت ہے اورحکومت اس پر بھرپور توجہ دے رہی ہے۔ اس موقع پر ڈاکٹر محمد علی رضا اور مصنوعی بارش کے ماہر فرید الدین نے بھی خطاب کیا۔ اس موقع پر صدر  بہاول پور چیمبر
