A webinar held at IUB on Abrogation of Article 370 and Indian Oppression in Kashmir

The department of International Relations at the Islamia University of Bahawalpur held a webinar on the ‘Abrogation of Article 370 and Indian Oppression in Kashmir: Policy Options for Pakistan’ on July 1, 2021. The honourable President Azad Jammu and Kashmir, Sardar Muhammad Masood Khan was the guest speaker. The webinar was attended by the Vice Chancellor, Engr. Prof. Dr. Athar Mahboob, Chairman Department of International Relations, Dr. Muhammad Ijaz Latif, faculty members and students. The online interactive session included debate and discussion on critical topics like repeal of Kashmir’s special status, Indian oppression in Kashmir and debasing the United Nations Security Council resolutions recognizing the territory as an international dispute, Pakistan’s policy options in Kashmir. The webinar was inaugurated by the Vice Chancellor, Engr. Prof. Dr. Athar Mahboob. He appreciated the Department of International Relations on organizing a webinar focusing the major territorial conflict in the region and human rights violations in Indian Held Kashmir. He stressed on the possibility that if the Kashmir issue is not resolved fairly, it will seriously affect regional stability and world peace. He pointed out how the Indian leadership has been trying to change the demographics of Kashmir and denying Kashmir the right to self determination. He also reiterated that Kashmir’s international status is recognized as a disputed territory whose solution must be achieved through the United Nations’ resolutions. The Vice Chancellor proposed that we should commit to the cause and support it on moral grounds. President Azad Jammu and Kashmir, Sardar Masood Khan extended his gratitude to The Islamia University of Bahawalpur and the Department of International Relations for being the first ones for organizing a webinar at such a level. His Excellency, in his keynote speech said that Articles 370 and 35A of Indian constitution is a device used to legitimize Indian occupation of Kashmir. On August 5, 2019, the Government of India (GoI) announced the abrogation of Article 370 of the Constitution and the bifurcation of the state of Jammu and Kashmir (J&K) into two union territories. He urged the international community to understand the narrative of Kashmir and its struggle for freedom. He was of the view that universities should invest more in research on various aspects regarding Kashmir. This would help the students understand the issue at a deeper level. In the end, he thanked the Pakistani government for its unrelenting support and solidarity for the citizens of Indian Occupied Kashmir. It is expected of Pakistani government to be aggressive in its policy options and multiply its efforts. He stressed the importance of global involvement to make their voice credible. Prof. Dr. Muhammd Ijaz Latif, Chairman Department of International Relations, concluded the session and thanked President Azad Jammu & Kashmir, Vice Chancellor, faculty members, students and all the participants. In his remarks he highlighted the plight of Human Rights in Indian held Kashmir, Pakistan needs to mobilize all diplomatic channels and increase her focus on enhanced UN involvement in the issue. He mentioned that to protect human rights on universal basis, irrespective of the borders has become international obligation, and international community’s active engagement must ensure the end of sufferings of the Kashmiri people.

 اسلامیہ یونیورسٹی بہاولپور میں بین الاقوامی تعلقات کے شعبہ نے ا ٓرٹیکل 370 کو منسوخ کرنے اور کشمیر میں بھارتی جبرپاکستان کے لئے پالیسی اختیارات پر ایک ویبنار منعقد کیا۔ معززمہمان مقرر صدر آزاد جموں و کشمیر سردار محمد مسعود خان تھے۔ ویبنار کا افتتاح وائس چانسلر پرو فیسر ڈاکٹر اطہر محبوب نے کیا۔چیئرمین شعبہ بین الاقوامی تعلقات ڈاکٹر محمد اعجاز لطیف، فیکلٹی ممبران اور طلبا و طالبات نے آن لائن اجلاس میں کشمیر کی خصوصی حیثیت کے خاتمے، کشمیر میں بھارتی جبر اور اقوام متحدہ کی سلامتی کونسل کی قراردادوں کو اس بین الاقوامی تنازعہ کے طور پر تسلیم کرنے، کشمیر میں پاکستان کے پالیسی اختیارات جیسے اہم موضوعات پر بحث و مباحثہ میں شرکت کی۔ صدر آزاد جموں و کشمیر سردار مسعود خان نے اسلامیہ یونیورسٹی بہاولپور اورشعبہ بین الاقوامی تعلقات کا شکریہ ادا کیا کہ وہ اس سطح پر ویبنار کا اہتمام کرنے میں سرفہرست ہیں۔ اپنی کلیدی تقریر میں کہا کہ ہندوستانی آئین کا آرٹیکل 370 اور 35A ایک ایسا آلہ ہے جو بھارتی مقبوضہ کشمیر کو جائز قرار دینے کے لئے استعمال ہوتا ہے۔ 5 اگست 2019 کو حکومت ہند نے آئین کے آرٹیکل 370 کو منسوخ کرنے اور ریاست جموں و کشمیر کو دو مرکزی علاقوں میں تقسیم کرنے کا اعلان کیا۔ انہوں نے عالمی برادری پر زور دیا کہ وہ کشمیر کی داستان اور اس کی جدوجہد آزادی کو سمجھے۔ ان کا کہنا تھا کہ جامعات کو کشمیر سے متعلق مختلف پہلوؤں پر تحقیق پر توجہ دینی چاہئے۔ اس سے طلبا کو اس مسئلے کی گہری سطح پر سمجھنے میں مدد ملے گی۔ انہوں نے مقبوضہ کشمیر کے شہریوں کے لئے مسلسل حمایت اور یکجہتی پر پاکستانی حکومت کا شکریہ ادا کیا۔ وائس چانسلر نے خطے میں بڑے علاقائی تنازعہ اور ہندوستان کے زیرانتظام کشمیر میں انسانی حقوق کی پامالیوں پر توجہ دلانے کے لیے ویبنار کے انعقاد پر شعبہ بین الاقوامی تعلقات کی کاوش کو سراہا۔ انہوں نے اس امکان پر زور دیا کہ اگر مسئلہ کشمیر کو منصفانہ طور پر حل نہیں کیا گیا تو اس سے علاقائی استحکام اور عالمی امن پر شدید اثر پڑے گا۔ انہوں نے اس بات کی نشاندہی کی کہ کس طرح ہندوستانی قیادت کشمیری آبادی کو تبدیل کرنے اور کشمیر کو حق خودارادیت سے انکار کرنے کی کوشش کر رہی ہے۔ انہوں نے یہ بھی اعادہ کیا کہ کشمیر کی بین الاقوامی حیثیت متنازعہ علاقے کے طور پر تسلیم کی گئی ہے جس کا حل اقوام متحدہ کی قراردادوں کے ذریعے حاصل کرنا ہوگا۔ وائس چانسلر نے تجویز پیش کی کہ ہمیں اخلاقی بنیادوں پر اس کا عزم اور اس کی حمایت کرنا چاہئے۔ پروفیسر ڈاکٹر محمد اعجاز لطیف، چیئرمین شعبہ بین الاقوامی تعلقات نے اجلاس کا اختتام کیا اور معزز صدر آزاد جموں و کشمیر، وائس چانسلر، فیکلٹی ممبران، طلباء اور تمام شرکاء کا شکریہ ادا کیا۔ انہوں نے ہندوستانی زیر قبضہ کشمیر میں انسانی حقوق کی حالت زار پر روشنی ڈالی، پاکستان کو تمام سفارتی چینلز متحرک کرنے اور اس مسئلے میں اقوام متحدہ کی شمولیت بڑھانے پر اپنی توجہ بڑھانے کی ضرورت ہے۔ انہوں نے کہا کہ عالمی سطح پر انسانی حقوق کے تحفظ کے لئے سرحدوں سے قطع نظر، بین الاقوامی ذمہ داری بن چکی ہے اور عالمی برادری کی فعال مصروفیت کشمیری عوام کی تکالیف کے خاتمے کو یقینی بنائے گی۔
