Department of Political Science, the Islamia University of Bahawalpur organized webinar on the topic of “The Politics of Administrative Reforms: Myths and Realities”. The general and theoretical perspective of administrative reforms were discussed by the moderator Dr. Dawood Nawaz also highlighted the administrative reforms in the context of Pakistan. The administrative system of a state can never be permanent or be applicable to all cases and the purpose of administration is to meet the demands of people and execute the policies taken by the government. But when it is felt that the prevailing system of public administration fails to reach the target and to meet the demands of people then the question of reforming the administration arises. The webinar started with the inaugural remarks of the Vice Chancellor, the Islamia University of Bahawalpur Engr. Prof. Dr. Athar Mahboob Vice Chancellor appreciated the efforts of department of Political Science and welcomed to the foreigner speaker and stated that the politics of administrative reforms are experiencing in the Pakistan since many years and there is a need to strengthen the public administration in Pakistan and bring the reforms in the overall system of the country. Malaysian speaker Prof. Dr. Ahmad Martadha Mohamed, Professor at School of Government, College of Law, Government and International Studies, University Utara Malaysia in his keynote address on the topic of “Theoretical Perspective of Politics of Administrative Reforms: Myths and Realities”. He said that administrative reforms in the public sector of Pakistan have undergone several stages and the success of these reforms depends upon complete cooperation from the bureaucrats. It is also important to note that any form of reform has to be supported by political regimes if the reforms are to be successfully implemented. Dr. Shakila Noor Sindhu, Assistant Professor at the Department of Political Science, Forman Christian College Lahore elaborated about the “Politics of Administrative Reforms in Pakistan: Myths and Realities”. She reflected on the topic that administrative reforms are introduced to ensure good governance in any country and Pakistan has launched these reforms only a few times. However, the desired goals could not be achieved because political will was missing. Zulfiqar Ali Bhutto’s lateral recruitment discouraged meritocracy in desk government and particularly from late 1980s onward the politicization of bureaucracy transformed it from “public servants” to “political government servants”. In the end, Chairman of the Department of Political Science, Prof. Dr. Syed Mussawar Hussain Bukhari concluded the session by saying that administrative reforms are the need of the time and the continuous process. The countries need to institutionalized the reforms department and multiple alterations are required in accordance with the technological advancement.

شعبہ سیاسیات اسلامیہ یونیورسٹی بہاولپور کے زیر اہتمام انتظامی اصلاحات کی سیاست ابہام یا حقیقت کے عنوان پرویبینار منعقد ہوا۔ اس سیشن کو ڈاکٹرداؤدنواز نے آغازکرتے ہوئے انتظامی اصلاحات کے عمومی اور نظریاتی تناظر پر تبادلہ خیال کیا۔کسی ریاست کا انتظامی نظام کبھی بھی مستقل نہیں ہو سکتا بلکہ انتظامیہ کا مقصد لوگوں کے مطالبات کو پورا کرنا اور حکومت کی پالیسیوں پر عمل درآمد کرنا ہے۔ویبینار کا آغاز وائس چانسلر اسلامیہ یونیورسٹی بہاولپور پروفیسر ڈاکٹر اطہر محبوب کے افتتاحی کلمات سے ہوا۔ وائس چانسلر نے شعبہ پولیٹیکل سائنس کی کاوش کو سراہا اور غیر ملکی سپیکرز کا خیر مقد م کیا۔وائس چانسلر نے کہا کہ پاکستان میں انتظامی اصلاحات جاری ہیں اور اب عوامی انتظامیہ کو مستحکم کرنے کے مجموعی نظام میں اصلاحات لانے کی ضرورت ہے۔ملائیشن پروفیسر ڈاکٹر احمد مرتادھا محمد سکول آف گورنمنٹ، کالج آف لاء، گورنمنٹ اینڈ انٹرنیشنل سٹڈیز، یونیورسٹی اتارملائیشیا نے انتظامی اصلاحات کی سیاست کے نظریاتی تناظر کے موضوع پر اپنے کلیدی خطاب میں کہا کہ پاکستان کے عمومی شعبہ میں انتظامی اصلاحات کئی مراحل سے گزر رہی ہیں اور ان اصلاحات کی کامیابی کا انحصار انتظامیہ کے مکمل تعاون پر ہے۔ ڈاکٹر شکیلہ نورسٹنٹ پروفیسر شعبہ پولیٹیکل سائنس، فارمن کرسچن کالج لاہور نے پاکستان میں انتظامی اصلاحات کی سیاست ابہام یا حقیقت کے بارے میں تفصیل سے بات کرتے ہوئے کہا کہ کسی بھی ملک میں گوڈگورننس کو یقینی بنانے کے لیے انتظامی اصلاحات متعارف کروائی گئیں اور پاکستان میں اس سلسلے میں مطلوبہ اہداف حاصل نہیں ہوسکے کیونکہ سیاسی خواہشات غالب تھیں۔پروفیسر ڈاکٹر سید مصور حسین بخاری نے کہا کہ انتظامی اصلاحات وقت کی ضرورت اور مستقل عمل ہیں۔ مختلف ممالک کو محکمہ جاتی اصلاحات کی ادارہ سازی کرنے کی ضرورت ہے۔ سارے قوانین اور اصلاحات موجود ہیں لیکن بدقسمتی سے ان سب پر صحیح طرح سے عمل درآمد نہیں ہورہا۔
