Economics Department, IUB conducted a live webinar on "The Upcoming Federal Budget and Potential for Pakistan Economy"

The Department of Economics, Islamia University of Bahawalpur organized a live webinar on "The Upcoming Federal Budget and Potential for Pakistan Economy".  Dr Abdul Jalil, Professor of Economics at the Government and Public Policy Department, National Defence University, Islamabad, a renowned policy expert and economist, was the distinguished speaker of the discussion. Prof. Dr Robina Bhatti, Dean Faculty of Social Sciences, the Islamia University of Bahawalpur was the guest of honour for this event. Dr Abid Rashid Gill, chairperson of the Department of Economics, chaired and Ms Nadia Hassan moderated the live webinar. The session was attended by faculty, students, and economics researchers nationwide. Dr Jalil highlighted that this time the Islamia University of Bahawalpur is the first university to hold a seminar on the fiscal budget 2023-2024. He briefly explained the current micro and macro-level issues Pakistan's economy faces. Given Pakistan's present risks, sluggish growth, and economic capacity, he believes that budget as a part of fiscal policy is not much effective. He emphasized that the fabric of the economy is torn, yet monetary and fiscal policies are conflicting. Therefore, any effort or claim to bring prosperity quickly is beyond reality. He discussed the background factors of this bleak situation in detail. He is of the view that the main issue is not poor growth but a lack of potential to grow. Besides industry, we need more potential in our human resource development sector. He attributed this situation to wrong policy choices for education quality and taxation of various sectors. He stressed that a realistic economic plan is inevitable to avoid default risks and make the economy self-sufficient. In this quest, a mix of short-term and long-term reforms should be developed considering the experiences of other economies that have survived recessions. Prof. Dr. Rubina Bhatti paid a vote of thanks to the honourable speakers and the audience. She appreciated the thought-provoking discussion and efforts of the Department of Economics and said that the purpose of this activity, organized under the direction of Vice Chancellor Engr. Prof. Dr. Athar Mahboob, is to prepare budget proposals from the academic side and convey them to the relevant authorities so that the university can play its role in national economic development. The session was concluded by Dr. Abid Rashid Gill after discussion and questions from the participants. He also suggested that the budget should be made according to the short-term and long-term goals of economic development.

شعبہ معاشیات، اسلامیہ یونیورسٹی آف بہاولپور نے '' آئندہ وفاقی بجٹ اور پاکستان کی معیشت کے لیے امکانات'' کے موضوع پر ایک لائیو ویبینار کا انعقاد کیا۔ ڈاکٹر عبدالجلیل گورنمنٹ اینڈ پبلک پالیسی ڈیپارٹمنٹ نیشنل ڈیفنس یونیورسٹی اسلام آباد میں اکنامکس کے پروفیسر جو کہ معروف پالیسی ماہر اور ماہر معاشیات ہیں، مباحثے کے ممتاز مقرر تھے۔ پروفیسر ڈاکٹر روبینہ بھٹی، ڈین فیکلٹی آف سوشل سائنسز اس تقریب کی مہمان خصوصی تھیں۔ چیئرپرسن شعبہ اقتصادیات ڈاکٹر عابد رشید گل نے ویبینار کی صدارت کی اور نادیہ حسن نے آن لائن ویبنار کی نظامت کی۔ سیشن میں ملک بھر کے اساتذہ، طلباء اور معاشیات کے محققین نے شرکت کی۔ ڈاکٹر جلیل نے خطاب کرتے ہوئے کہا کہ اس بار اسلامیہ یونیورسٹی آف بہاولپور پہلی یونیورسٹی ہے جس نے مالیاتی بجٹ 2023-2024 پر سیمینار کا انعقاد کیا۔ انہوں نے پاکستان کی معیشت کو درپیش موجودہ مائیکرو اور میکرو لیول کے مسائل کی مختصر وضاحت کی۔ پاکستان کے موجودہ خطرات، سست ترقی اور اقتصادی صلاحیت کے پیش نظر ان کا خیال ہے کہ مالیاتی پالیسی کے حصے کے طور پر بجٹ زیادہ موثر نہیں ہے۔ انہوں نے زور دے کر کہا کہ معیشت کے تانے بانے پھٹے ہوئے ہیں، اس کے باوجود مالیاتی اور مالیاتی پالیسیاں متضاد ہیں۔ اس لیے جلد خوشحالی لانے کی کوئی بھی کوشش یا دعویٰ حقیقت سے بالاتر ہے۔ انہوں نے اس تاریک صورتحال کے پس منظر کے عوامل پر تفصیل سے گفتگو کی۔ ان کا خیال ہے کہ اصل مسئلہ کم ترقی نہیں بلکہ ترقی کی صلاحیت کی کمی ہے۔ صنعت کے علاوہ، ہمیں اپنے انسانی وسائل کی ترقی کے شعبے میں مزید صلاحیتوں کی ضرورت ہے۔ انہوں نے اس صورتحال کی وجہ تعلیمی معیار اور مختلف شعبوں پر ٹیکس لگانے کے لیے غلط پالیسی کے انتخاب کو قرار دیا۔ انہوں نے زور دیا کہ پہلے سے طے شدہ خطرات سے بچنے اور معیشت کو خود کفیل بنانے کے لیے ایک حقیقت پسندانہ اقتصادی منصوبہ ناگزیر ہے۔ اس جستجو میں دیگر معیشتوں کے تجربات کو مدنظر رکھتے ہوئے مختصر مدت اور طویل مدتی اصلاحات کا مرکب تیار کیا جانا چاہیے جو کساد بازاری سے بچ چکی ہیں۔ پروفیسر ڈاکٹر روبینہ بھٹی نے معزز مقررین اور سامعین کا شکریہ ادا کیا۔ انہوں نے شعبہ اقتصادیات کی فکر انگیز گفتگو اور کوششوں کو سراہا اور کہا کہ وائس چانسلر انجینئر پروفیسر ڈاکٹر اطہر محبوب کی ہدایت پر منعقدہ اس سرگرمی کا مقصد اکیڈمیا کی جانب سے بجٹ تجاویز کی تیاری اور متعلقہ حکام تک پہنچانا ہے تاکہ یونیورسٹی قومی معاشی ترقی میں اپنا کردار ادا کرسکے۔ سیشن کا اختتام ڈاکٹر عابد رشید گل نے بحث اور شرکاء کے سوالات کے بعد کیا۔ انہوں نے یہ تجویز بھی دی کہ بجٹ کو اقتصادی ترقی کے قلیل مدتی اور طویل المدتی اہداف کے مطابق بنایا جانا چاہیے۔
