Prof. Dr. Athar Mahboob completed 2 years of assuming the responsibilities of Vice Chancellor of Islamia University of Bahawalpur Yesterday. In these two years, the university has made remarkable progress in every field, an example of which is hard to find in the past. When he took over charge two years ago, the situation at the university was dire. The number of students was only 13,000 and running the university financially had become a major challenge. Due to administrative skills and decision-making power of Prof. Dr. Athar Mahboob, the University has overcome all difficulties in just 2 years and embarked on a new journey of development and prosperity as a global university. And to make it active, it has been divided into 14 faculties and the number of departments has increased from 48 to 129. The number of undergraduate, master's, M.Phil and Ph.D level admissions for thousands of first class qualified students in South Punjab and across the country has been increased to 42,000. Due to a well-organized and transparent admission policy, Islamia University of Bahawalpur has become an excellent educational destination for local and non-local youth. The number of faculty also increased and the number of professors increased from 18 to 43. Similarly, instead of more than one thousand part-time faculty, associate lecturers will be appointed. Overall, the number of faculty increased from 550 to over 1000. In the field of administration also new, posts were created according to the increasing volume of the university on which appointments were made under the selection board. After a long period of ten years, regular appointment of Registrar and Controller of Examinations took place. When Prof. Dr. Athar Mahboob took over the responsibilities, the budget of the university was Rs. 3.8 billion which has increased to Rs. 7.2 billion today. Similarly, the development budget has increased from Rs 0.9 billion to Rs 3.5 billion. The total budget of the university has exceeded Rs. 10 billion which is a record. In terms of development projects, for the first time in the history of the university, the government approved a mega development project of more than Rs. 4 billion, which includes the establishment of a campus at Ahmadpur East. New teaching blocks were activated for the Faculty of Management Sciences and the College of Nursing. 4 new hostels for 1000 students became operational. More than 22 new buses joined the University fleet, launching a special bus service for students from towns 60 km away. This facility saves hostel expenses especially for female students and they reach home in the evening after a comfortable and safe journey. The University has shown exceptional performance in the field of research. For this purpose, the University has allocated Rs. 100 million from its own resources. Marketing of cotton seeds generates an annual income of Rs. 100 million. In addition, all kinds of flowers, vegetables and fruits will be available for domestic and foreign markets due to the Cut Flower, Vegetable and Fruit Center. The university has launched a new testing service which will generate crores of rupees in revenue. For the first time, the university appeared on the global horizon and became one of the top 500 universities in Asia according to the Time Higher Education rankings. More than 19 societies were established for students. The first literary and cultural festival in the history of South Punjab began and the Khawaja Ghulam Fareed Conference was held. Similarly, in order to put into practice the penmanship of local poets and writers, the University published and unveiled their books. Khawaja Ghulam Fareed and Sir Sadiq Muhammad Khan Chair Management Committees were formed. During Covid-19, Islamia University of Bahawalpur emerged as an active university where educational activities continued uninterrupted physically and online and a lot of work was done in community service. A Directorate was set up to promote the tourism sector and the Cholistan Jeep Rally and Bahawalpur Trade Fair were launched. The university arranged training for more than 300 journalists from Bahawalpur, Lodhran and Rahim Yar Khan. Promoting relations with Chinese and Egyptian universities, the CPEC project included the intercrop corn and soybean project of Sichuan and the Islamic University. 20 students of the university will go to China every year to do PhD. Punjab government's 2.5 MW solar power project has been completed and chip design center is being set up. The federal government has established a successful youth center at the university. Similarly, a major IT Markaz and e-Rozgar Markaz was possible. Special attention was paid to the health sector and more than 22,000 students were vaccinated against hepatitis. Hepatitis and Covid-19 vaccination centers were established at the university. Increased sports facilities include construction of indoor sports facilities gym and new cricket stadium.

گزشتہ روز پروفیسر ڈاکٹر اطہر محبوب وائس چانسلر کو اسلامیہ یونیورسٹی بہاولپور کی ذمہ داریاں سنبھالے ہوئے 2برس مکمل ہوگئے۔ ان دو برسوں میں یونیورسٹی نے ہر شعبے میں فقید المثال ترقی کی جس کی مثال ماضی میں ملنا مشکل ہے۔ 2برس قبل جب انہوں نے چارج سنبھالا تو یونیورسٹی کے حالات زبوں حالی کا شکار تھے۔ طلبہ و طالبا ت کی تعداد صرف 13ہزار رہ گئی تھی اور یونیورسٹی کو مالی لحاظ سے چلانا ایک بہت بڑا چیلنج بن گیا تھا۔ پروفیسر ڈاکٹر اطہر محبوب کی خداداد انتظامی حلاحیتوں اور قوت فیصلہ کی بدولت یونیورسٹی نے 2برسوں میں ہی تمام تر مشکلات پر قابو پا کر ایک عالمی یونیورسٹی کے طور پر ترقی اور خوشحالی کے نئے سفر کا آغاز کر دیا ہے۔یونیورسٹی کو عالمی تقاضوں کے مطابق جدید اور فعال بنانے کے لیے 14فیکلیٹز میں تقسیم کر دیا گیا اور شعبہ جات کی تعداد 48سے بڑھ کر 129ہو گئی ہے۔ جنوبی پنجاب اور ملک بھر کے ہزاروں فرسٹ کلاس قابلیت کے حامل طلبہ و طالبات کے لیے انڈرگریجویٹ، ماسٹر، ایم فل اور پی ایچ ڈی لیول کے داخلوں میں غیر معمولی اضافہ کرتے ہوئے طلباہ وطالبات کی تعداد 42ہزار تک بڑھا دی گئی ہے۔ ایک منظم اور شفاف داخلہ پالیسی کے باعث اسلامیہ یونیورسٹی بہاولپور مقامی اور غیر مقامی نوجوانوں کے لیے ایک بہترین تعلیمی منزل بن گئی ہے۔ فیکلٹی کی تعداد میں بھی غیر معمولی اضافہ ہوااور پروفیسرز کی تعداد 18 سے بڑھ کر43 ہو گئی۔ اسی طرح ایک ہزار سے زائد پارٹ ٹائم فیکلٹی کی بجائے ایسوسی ایٹ لیکچرار کی تعیناتی عمل میں لائی گی۔ مجموعی طور پر فیکلٹی کی تعداد 550سے بڑھ کر 1000سے تجاوز کر گئی۔ ایڈمنسٹریشن کے شعبہ میں بھی یونیورسٹی کے بڑھتے ہوئے حجم کے مطابق نئی آسامیاں پیدا کی گئی جن پر سلیکشن بورڈ کے تحت تعیناتی ہوئی۔ دس سال کے طویل عرصے کے بعد رجسٹرار اور کنٹرولر امتحانات کی باقاعدہ تقرری ہوئی۔ پروفیسر ڈاکٹر اطہر محبوب کے ذمہ داریاں سنبھالنے کے وقت یونیورسٹی کا بجٹ 3.8ارب روپے تھا جو آج بڑھ کر 7.2ارب روپے ہو گیا ہے۔ اسی طرح ترقیاتی بجٹ پونے ایک ارب روپے سے بڑھ کر 3.5ارب روپے ہو چکا ہے۔ یونیورسٹی کے مجموعی بجٹ کی مالیت 10ارب روپے سے تجاوز کر چکی ہے جو ایک ریکارڈ ہے۔ ترقیاتی منصوبوں کی مد میں یونیورسٹی کی تاریخ میں پہلی مرتبہ حکومت نے 4ارب روپے سے زائد کا میگا ڈویلپمنٹ پروجیکٹ منظور کیا جس میں احمد پور شرقیہ کے کیمپس کا قیام بھی شامل ہے اس کے علاوہ یونیورسٹی پبلک پرائیویٹ پارٹنرشپ کے تحت بھی 3ارب روپے مالیت سے زائد کے بڑے تدریسی بلاک تعمیر کر رہی ہے۔ فیکلٹی آف مینجمنٹ سائنسز اور نرسنگ کالج کے لیے نئے تدریسی بلاک فعال کیے گئے۔ 1000طلباء و طالبات کے لیے نئے 4 ہاسٹل فعال ہوئے۔ 22سے زائد نئی بسیں یونیورسٹی فلیٹ میں شامل ہوئیں جس سے 60کلومیٹر کے فاصلے پر واقع قصبات کے طلباء وطالبات کے لیے خصوصی بس سروس کا آغاز کیا۔ اس سہولت سے خصوصا ًطالبات کے ہاسٹل اخراجات بچ گئے اور آرام دہ و محفوظ سفر کے بعد شام کو اپنے گھر پہنچ جاتی ہیں۔ تحقیق کے شعبہ میں یونیورسٹی نے غیر معمولی کارکردگی دکھائی اس مقصد کے لیے یونیورسٹی نے اپنے ذرائع سے 100ملین روپے مختص کیے۔ کپاس کے بیجوں کی مارکیٹنگ سے ہرسال 100ملین روپے کی آمدنی حاصل ہو گئی۔ اس کے علاوہ کٹ فلاور، ویجیٹیبل اور فروٹ سنٹرکی بدولت تمام قسم کے پھول، سبزیاں اور پھل ملکی اور غیر ملکی مارکیٹ کے لیے دستیاب ہوں گے۔ یونیورسٹی نے نئی ٹیسٹنگ سروس کا آغاز کیا جو کروڑوں روپے کی آمدنی کا باعث بنے گی۔ یونیورسٹی پہلی مرتبہ عالمی افق پر چمکتی دکھائی دی اور ٹائم ہائر ایجوکیشن کی رینکنگ کے مطابق ایشیاء کی 500پہلی جامعات میں شامل ہو گئی۔ ادبی و علمی سرگرمیوں کا آغاز ہوا۔ طلبہ کے لیے 19سے زائد سوسائٹیز قائم کی گئی۔ جنوبی پنجاب کی تاریخ کے پہلے ادبی اور ثقافتی میلے کا آغاز ہوا اور خواجہ غلام فرید کانفرنس منعقد کی گئی۔ اسی طرح مقامی شاعروں اور ادیبوں کی قلمی کاشوں کو عملی شکل دینے کے لیے یونیورسٹی نے ان کی کتابوں کو شائع کیا اور رونمائی کا اہتما م کیا۔خواجہ غلام فرید اور سر صادق محمد خان چیئر مینجمنٹ کمیٹیاں تشکیل دی گئی۔ کووڈ 19کے دوران اسلامیہ یونیورسٹی بہاولپور ایک فعال جامعہ کے طور پر سامنے آئی جہاں تعلیمی سرگرمیاں فزیکل اور آن لائن بلاتعطل جاری رہیں اور کمیونٹی سروس میں بھی بہت کام کیا گیا۔ سیاحت کے شعبہ کے فروغ کے لیے ڈائریکٹوریٹ قائم کیا گیا اور چولستان جیب ریلی اور بہاولپور تجارتی میلے کا آغاز ہوا۔ یونیورسٹی نے 300سے زائد صحافیوں کی ٹریننگ کا بندوبست کیا جن کا تعلق بہاولپور، لودھراں اور رحیم یارخان سے ہے۔ چین اور مصر کی جامعات سے تعلقات کو فروغ دیکر سی پیک منصوبے میں سیچوان اور جامعہ اسلامیہ کا انٹرکراپنک مکئی اور سویابین منصوبہ شامل ہوا۔ یونیورسٹی کے 20طلبا ء وطالبات ہر سال چین جاکر پی ایچ ڈی کریں گے۔ پنجاب حکومت کا 2.5میگاواٹ کا شمسی توانائی کا منصوبہ پائیہ تکمیل کو پہنچاا وراب چپ ڈیزائن مرکز قائم کیا جا رہا ہے۔ وفاقی حکومت جامعہ میں کامیاب جوان مرکز قائم کرر ہی ہے۔ اسی طرح آئی ٹی کا بڑا مرکز اور ای روزگار مرکز کا قیام ممکن ہوا۔ صحت کے شعبہ پر خصوصی توجہ دی گئی اور 22ہزار سے زائد طلباء وطالبات کی ہیپاٹائٹس ویکسینیشن کی گئی۔ یونیورسٹی میں ہیپاٹائٹس اور کووڈ 19ویکسینیشن سنٹر قائم ہوئے۔ کھیلوں کی سہولیات میں اضافے کی بدولت ان ڈور کھیلوں کی سہولیات جم اور نئے کرکٹ سٹیڈیم کی تعمیر شامل ہے۔
