Engr. Prof Dr Athar Mahboob, Vice Chancellor,  the Islamia University of Bahawalpur has said that his university  has started constitutional and legal system of Pakistan as compulsory subject in every department  for the students to learn about the basic rights provided in the constitution. In an exclusive video podcast interview to commemorate golden jubilee of 1973 Constitution of the country with Radio Pakistan Correspondent Sajjad Parvez. He said the 1973 constitution represents a significant milestone in the history of Pakistan, as passed unanimously. He said constitution provides power sharing structure among all its units and institution to run the affairs of the state smoothly while it also stop the concentration of power in one hand. Dr. Athar Mahboob said it gave a federal system of government, with powers divided between the central government and the provincial governments. He said constitution gives guarantee of basic rights to masses and also exercise its authority to elect the true representative for their services. He further said the constitution guarantees fundamental rights to all citizens, including the right to equality, freedom of speech, assembly, and association, freedom of religion, and the right to a fair trial. He said the 1973 constitution established Pakistan as an Islamic Republic and it also provided protection of the rights of minorities and freedom of religion. He said the constitution provided the establishment of local governments giving citizens greater control over their own affairs while recognized the importance of women's rights and provided for the promotion of gender equality.

انجینئر پروفیسر ڈاکٹر اطہر محبوب وائس چانسلر اسلامیہ یونیورسٹی بہاولپور نے کہا ہے کہ جامعہ اسلامیہ نے پاکستان کے آئینی اور قانونی نظام کو ہر شعبہ میں لازمی مضمون کے طور پر شروع کیا ہے تاکہ طلباء کو آئین میں فراہم کردہ بنیادی حقوق سے آگاہی حاصل ہو سکے۔ انہوں نے ان خیالات کا اظہار ریڈیو پاکستان کے نمائندے سجاد پرویز کے ساتھ ملک کے 1973 کے آئین کی گولڈن جوبلی کی یاد میں منعقدہ ایک خصوصی ویڈیو پوڈ کاسٹ انٹرویومیں کیا۔ انہوں نے کہا کہ 1973 کا آئین پاکستان کی تاریخ میں ایک اہم سنگ میل کی نمائندگی کرتا ہے جسے متفقہ طور پر منظور کیا گیا۔ وائس چانسلر نے کہا کہ آئین ریاست کے معاملات کو خوش اسلوبی سے چلانے کے لیے اپنی تمام اکائیوں اور اداروں کے درمیان اختیارات کی تقسیم کا ڈھانچہ فراہم کرتا ہے جبکہ یہ طاقت کے ایک ہاتھ میں ارتکاز کو بھی روکتا ہے۔ ڈاکٹر اطہر محبوب نے کہا کہ اس نے ایک وفاقی نظام حکومت دیا، جس کے اختیارات مرکزی حکومت اور صوبائی حکومتوں کے درمیان تقسیم ہوتے ہیں۔انہوں نے کہا کہ آئین عوام کو بنیادی حقوق کی ضمانت دیتا ہے اور ان کی خدمات کے لیے حقیقی نمائندے کو منتخب کرنے کا اختیار بھی استعمال کرتا ہے۔ انہوں نے مزید کہا کہ آئین تمام شہریوں کے بنیادی حقوق کی ضمانت دیتا ہے، جس میں مساوات کا حق، آزادی اظہار، اسمبلی اور انجمن، مذہب کی آزادی، اور منصفانہ ٹرائل کا حق شامل ہے۔ انہوں نے کہا کہ 1973 کے آئین نے پاکستان کو ایک اسلامی جمہوریہ کے طور پر قائم کیا اور اس نے اقلیتوں کے حقوق اور مذہبی آزادی کا تحفظ بھی فراہم کیا۔ انہوں نے کہا کہ آئین نے مقامی حکومتوں کا قیام فراہم کیا ہے جس میں شہریوں کو ان کے اپنے معاملات پر زیادہ سے زیادہ کنٹرول دیا گیا ہے جبکہ خواتین کے حقوق کی اہمیت کو تسلیم کیا گیا ہے اور صنفی مساوات کو فروغ دیا گیا ہے
