IUB organized a webinar on New Public Management and the Role of Civil Bureaucracy in Pakistan

Department of Political Science, the Islamia University of Bahawalpur organized a webinar on New Public Management and the Role of Civil Bureaucracy in Pakistan. Engr. Prof. Dr. Athar Mahboob, Vice Chancellor in his inaugural remarks highlighted the importance of the topic and said that bureaucracy is the most important aspect of public administration. He said that bureaucracy is the backbone of a governing body of a state. All major departments of the country are run by the bureaucratic team on permanent basis. Prof. Dr. Mahboob Hussain, Chairman, Department of History and Pakistan Studies, University of the Punjab, Lahore discussed the role of bureaucracy through the historical perspective of Pakistan. He discussed that bureaucracy in Pakistan has been politicized over the past few decades. He added that strong bureaucracy in Pakistan is a significant obstacle in the way of the stable parliamentary government in Pakistan. He mentioned that we need to create balance between the different state institutions including civil bureaucracy, military bureaucracy, judiciary and parliament. He further said that devolution of power at the district level and the redefining the power structure at the secretariate level is very essential. Similarly, Political leadership and civil bureaucracy needs to develop a transparent and effective partnership for promoting public interest and ensuring human governance. He added that civil service is the profession where the civil servants are expected to work for the welfare of the society, for the welfare of the citizens, bureaucracy should not have only managerial professionalism it should have ethical dimension as well. Welfare of the citizens is the very important part of the bureaucratic setup. Dr. Aamir Saeed, Assistant Professor, Institute of Administrative Sciences, University of the Punjab, Lahore started with the legacy of administrative reforms from the time period of dark ages in the Christian world. He talked about the French revolution, industrial reforms and colonial bureaucracy role at that time. Finally, he added that the impact of the administrative reforms was of the nature to accommodate public private partnership. He said that in societies where rule of law is not well established, power becomes the coinage; hence the powerful actors reign supreme. At the end of the session, Prof. Dr. Syed Mussawar Hussain offered concluding remarks and mentioned that bureaucracy has played a vital role in improving governance and strengthening the law and order situations in any society. He delivered his vote of thanks to the panelist and participants of the webinar and said that the Department of Political sciences will hold such interactive academic sessions in the future as well.

شعبہ سیاسیات اسلامیہ یونیورسٹی بہاولپور کے زیر اہتمام نیا عوامی نظم و نسق اور پاکستان میں سول بیوروکریسی کا کردار کے موضوع پر ویبینار کا انعقاد کیا گیا۔وائس چانسلر اسلامیہ یونیورسٹی بہاولپور انجینئر پروفیسر ڈاکٹر اطہر محبوب نے موضوع کی اہمیت کو اجاگر کیا اور کہا کہ بیوروکریسی عوامی انتظامیہ کا سب سے اہم پہلو ہے۔کسی بھی ملک میں گورننس کے نظام کو مضبوط کرنے میں بیوروکریسی کا اہم کردار ہے۔ویبینار سے خطاب کرتے ہوئے پروفیسر ڈاکٹر محبوب حسین، چیئرمین شعبہ تاریخ پاکستان سٹڈیز جامعہ پنجاب لاہور نے پاکستان میں بیوروکریسی کے تاریخی کردار پر تبادلہ خیال کیا۔انہوں نے مزید کہا کہ سول سروس ایک پیشہ ہے جہاں سرکاری ملازمین سے معاشرے کی فلاح و بہبود کی توقع کی جاتی ہے۔اس لئے بیوروکریسی میں صرف انتظامی پیشہ ورانہ صلاحیت نہیں ہونی چاہئے بلکہ اس میں اخلاقی جہت اور لوگوں کی مدد کرنے کا جذبہ بھی ہونا چاہیے۔ڈاکٹر عامر سعیداسسٹنٹ پروفیسر ادارہ انتظامی علوم جامعہ پنجاب نے بیوروکریسی میں انتظامی اصلاحات پر بات کی ڈاکٹر عامر سعید نے نیو پبلک مینجمنٹ اور موجودہ بیوروکریسی کے نظام کا تنقیدی تناظر میں جائزہ لیا۔انہوں نے کہا کہ بیوروکریسی پاکستان کا سب سے ترقی یافتہ اور منظم ادارہ ہے لہذا بیوروکریسی نے پاکستان میں صحت سمیت تمام شعبوں میں وسائل اور فیصلہ سازی پر اختیارات اور کنٹرول حاصل کر لیا ہے۔ویبینار کے آخر میں پروفیسر ڈاکٹر سید مصور حسین بخاری چیئرمین شعبہ سیاسیات نے کہا کہ گڈ گورننس اور ملک میں لاء اینڈ آرڈر کے نظام کو مستحکم بنانے میں بیوروکریسی کا بہت اہم کردار ہے۔انہوں نے ویبینار میں شریک شرکا کا شکریہ ادا کیا اور اس بات کا اعادہ کیا کہ شعبہ سیاسیات مستقبل میں بھی ایسے ویبینار منعقد کرواتا رہے گا،تاکہ طلباء وطالبات میں ذہنی صلاحیتوں کو اجاگر کیا جا سکے۔
