A National webinar on “Pre-Budget Discussion” was organized by the Institute of Business Management & Administrative Sciences, the Islamia University Bahawalpur. Prof. Dr. Jawad Iqbal Dean Faculty of Management Sciences Islamia University of Bahawalpur, Prof. Dr. Usman Mustafa from Pakistan Institute of Development Economic (PIDE) Islamabad, Associate Professor Dr. Ashfaq Ahmad from Punjab University Lahore, Associate Professor Dr. Asad Afzal Humayon from COMSATS University Islamabad were among the speakers of the webinar. Dr. Muhammad Imran Rasheed hosted the webinar whereas a large number of participants from the teachers, students, academicians, and scholars attended the event. Participants discussed several points regarding the upcoming budget from the federal government of Pakistan for the year 2021-2022. Participants discussed that despite the very adverse impact of severe pandemic COVID-19, the government has done wonderful in achieving its budget targets and for the first time in the history of the country that the government has collected more than 4000billion rupees of taxes. The exports have increased in the last year, remittances have increased to historical levels, the FDI has increased, and the stock exchange is doing wonderful and is achieving new records every other day. However despite these positive aspects of the economy in the last year, the inflation is rising and imports have also increased to a dangerous level. They specifically appreciated the government for the inclusion of Pakistan into AMAZON’s seller list which is likely to boost e-commerce in the country. The participants discussed that it is good to see that the government has set a new historical highest target for the revenue collection in the country. The government has announced to bring export friendly policies, and to introduce a business friendly environment. The government has also announced a subsidy to the housing sector which will not only boost the housing sector in the economy of Pakistan but it will also flourish many other related industries in the country including cement, steel, electrical equipment, tiles, furniture, and others. The government has also announced a special Youth Loan Policy which will hopefully flourish the new businesses in Pakistan and will boost entrepreneurship and innovation. Setting a 900billion rupees development budget is also expected to push the economy forward. The participants were of the view that the government should not only allocate a budget for the institutions but it should also work on enhancing capacity building of the institutions in the country. The institutions have to be made able to spend the allocated budget effectively. For this purpose the government should increase the role of academia in the economic development of Pakistan. The higher educational institutions should be allocated more budgets and should be involved in policy making for the country. Participants were of the view that the current century is the century of the “Knowledge Economy”. The government should therefore divert its attention towards making Pakistan a knowledge economy by spending more on education, science, and technology. Though it’s a wonderful sign that the present government has brought 200,000 new people to the tax net but government has to do a lot in this sector, as participants argued that increasing the tax rate is not a solution but the government will have to increase the number of tax payers to achieve its revenue collection targets.

اسلامیہ یونیورسٹی بہاولپور میں انسٹی ٹیوٹ آف بزنس مینجمنٹ اینڈ ایڈمنسٹریٹو سائنسز کے زیر اہتمام پری بجٹ پر ایک ویبینار منعقد کیا گیا۔ پروفیسر ڈاکٹر جواد اقبال ڈین فیکلٹی آف مینجمنٹ سائنسز اسلامیہ یونیورسٹی بہاولپور، پروفیسر ڈاکٹر عثمان مصطفی پاکستان انسٹیٹیوٹ آف ڈویلپمنٹ اکنامک (EDIP) اسلام آباد، ایسوسی ایٹ پروفیسر ڈاکٹر اشفاق احمد، پنجاب یونیورسٹی لاہور، ایسوسی ایٹ پروفیسر ڈاکٹر اسد افضل اور کامسٹس یونیورسٹی اسلام آباد سے تعلق رکھنے والے محمد ہمایوں بھی شامل تھے۔ ڈاکٹر محمد عمران رشید نے ویبنار کی میزبانی کی جبکہ اساتذہ، طلباء، ماہرین تعلیم، اور اسکالرز کے شرکاء کی ایک بڑی تعداد نے اس پروگرام میں شرکت کی۔شرکاء نے سال 2021-2022 کے وفاقی حکومت پاکستان کی جانب سے آئندہ بجٹ کے حوالے سے متعدد نکات پر تبادلہ خیال کیا۔ شرکاء نے کہا کہ شدید وبائی COVID-19 کے انتہائی منفی اثرات کے باوجود حکومت نے اپنے بجٹ کے اہداف کو حاصل کرنے میں حیرت انگیز کارکردگی کا مظاہرہ کیا ہے اور ملک کی تاریخ میں یہ پہلی بار ہوا ہے کہ حکومت نے 4000 بلین روپے سے زیادہ ٹیکس وصول کیا ہے۔ پچھلے سال برآمدات میں اضافہ ہوا ہے، ترسیلات زر کو تاریخی سطح تک بڑھا دیا گیا ہے، ایف ڈی آئی میں اضافہ کیا گیا ہے اور اسٹاک ایکسچینج حیرت انگیز کارکردگی کا مظاہرہ کررہی ہے اور ہر دوسرے دن نئے ریکارڈ حاصل کررہی ہے۔ تاہم پچھلے سال معیشت کے ان مثبت پہلوؤں کے باوجود، افراط زر میں اضافہ ہورہا ہے اور درآمدات بھی خطرناک سطح تک بڑھ گئیں۔ انہوں نے خصوصی طور پر حکومت کو امازون کے بیچنے والے کی فہرست میں شامل کرنے پر حکومت کی تعریف کی جس سے ملک میں ای کامرس کو فروغ دینے کا امکان ہے۔شرکاء کا کہنا تھا کہ حکومت نے ملک میں محصول وصول کرنے کے لئے ایک نیا تاریخی بلند ترین ہدف طے کیا ہے۔ حکومت نے برآمد دوستانہ پالیسیاں لانے، اور کاروبار دوست ماحول کو متعارف کرانے کا اعلان کیا ہے۔ حکومت نے ہاؤسنگ سیکٹر کو سبسڈی فراہم کرنے کا بھی اعلان کیا ہے جس سے نہ صرف پاکستان کی معیشت میں رہائش کے شعبے کو تقویت ملے گی بلکہ اس سے ملک میں سیمنٹ، چوری، بجلی کے سازوسامان، ٹائلیں، فرنیچر، سمیت دیگر بہت سے متعلقہ صنعتوں کو ترقی ملے گی۔حکومت نے یوتھ لون کے لئے ایک خصوصی پالیسی متعارف کرانے کا بھی اعلان کیا ہے جس سے پاکستان میں نئے کاروبار کی نشوونما ہوگی اور کاروبار اور جدت کو فروغ ملے گا۔ توقع کی جا رہی ہے کہ 900 بلین روپے کا ترقیاتی بجٹ بھی معیشت کو آگے لے جائے گا۔شرکاء کا مؤقف تھا کہ حکومت کو نہ صرف اداروں کے لئے بجٹ مختص کرنا چاہئے بلکہ اسے ملک میں اداروں کی صلاحیت میں اضافے پر بھی کام کرنا چاہئے۔ اداروں کو مختص بجٹ کو موثر انداز میں خرچ کرنے کے قابل بنانا ہوگا۔ اس مقصد کے لئے حکومت کو پاکستان کی معاشی ترقی میں اکیڈمیا کے کردار میں اضافہ کرنا چاہئے۔ اعلی تعلیمی اداروں کو زیادہ بجٹ مختص کیا جانا چاہئے اور ملک کے لئے پالیسی سازی میں شامل ہونا چاہئے۔ شرکاء کا خیال تھا کہ موجودہ صدی ''علم اقتصادیات'' کی صدی ہے۔ لہذا حکومت تعلیم، سائنس اور ٹیکنالوجی پر زیادہ خرچ کرکے پاکستان کو علم کی معیشت بنانے کی طرف اپنی توجہ مبذول کرائے۔ اگرچہ یہ ایک حیرت انگیز علامت ہے کہ موجودہ حکومت نے دو لاکھ نئے افراد کو ٹیکس نیٹ میں لایا ہے لیکن حکومت کو اس شعبے میں بہت کچھ کرنا پڑے گا۔ ٹیکس کی شرح میں اضافہ کوئی حل نہیں ہے لیکن حکومت کو ان کی تعداد میں اضافہ کرنا ہوگا۔
