Punjab Governor and Chancellor discuss importance of economic stability and higher education at 18th Convocation of IUB

Punjab Governor and Chancellor Engr. Muhammad Baligh ur Rahman has said that economic stability is necessary to give the country a dignified place in the ranks of nations. In this era of globalization, the role of higher education institutions is of utmost importance for the development of knowledge-based economy. The Governor Punjab expressed these views while addressing the 18th convocation of the Islamia University of Bahawalpur today. In the convocation, 1857 students of 2016-20 will be awarded degrees and medals, including 8 PhD, 71 MPhil, 67 gold and 54 silver medalists. They were awarded the degrees of BS, BSc and MS, MSc. Engr. Muhammad Baligh ur Rahman has said that our educational institutions should produce graduates who have full access to their studies and who have high moral values. The region of Bahawalpur is full of universal message of peace and love to humanity of Hazrat Khwaja Ghulam Farid. The Islamia University of Bahawalpur is a great asset of the region which was established by Nawabin of Bahawalpur to continue the knowledge legacy of the region. On this occasion, at the chancellor's request, all the students stood up and paid tribute to their parents and teachers. The role of Nawab of Bahawalpur in the establishment of Pakistan and its contribution to stability will always be remembered. He asked the students to devote their energies and skills to the country and the nation. High character is important for success. Consortium for the Islamia University of Bahawalpur has done significant work in climate change. In the recently held Vice Chancellor’s Conference in Murree, it was decided that this consortium will be headed by the Islamia University of Bahawalpur. It is a matter of satisfaction that the Islamia University of Bahawalpur is making significant progress in all fields under the leadership of Vice Chancellor Engr. Prof. Dr. Athar Mahboob and has been included in the 801st to 1000th universities in the world in the Times Higher Education 2023 ranking. High quality of research and teaching in the university, extraordinary increase in the number of male and female students, initiatives for self-sufficiency, establishment of new departments and faculties, promotions and appointments of teachers are commendable initiatives. Initiatives to activate Seerat Chair and Sir Sadiq Muhammad Khan Chair in the University are very welcome. The provision of bus service of the Islamia University of Bahawalpur within a radius of 100 kilometers is a commendable initiative for the welfare of students. The Islamia University of Bahawalpur has become the first hepatitis free university in the country. The flood relief campaign and donation provided by the Islamia University of Bahawalpur in recent floods is a very commendable initiative. Addressing the convocation, Vice Chancellor the Islamia University of Bahawalpur Engr. Prof. Dr. Athar Mahboob welcomed Chancellor Engr. Muhammad Baligh ur Rahman, senior officials, members of parliament, dignitaries from the city and civil society representatives, media, students and their parents in the 18th convocation. He said that the recent achievements of the Islamia University of Bahawalpur have been clearly revealed by international ranking institutions and Jamia Islamia has emerged as a global university. All these achievements are due to the efforts of teachers, employees and students. It is the result of collective hard work and dedication. The Islamia University of Bahawalpur has become the first university of South Punjab, the second university of Punjab and the 7th university of Pakistan. The number of teachers is about 1400 and part-time is 1000. In three years, he initiated large-scale reforms in teaching and research, administrative and financial affairs and development projects. So far 27 selection boards and 63 selection committees have been organized through which 3396 teaching and non-teaching staff have been appointed. Similarly, the number of faculty has been increased from 550 to about 1400 to provide separate manpower for teaching and research and also to increase the quality. Around 808 teachers were appointed including Professors, Associate Professors, Assistant Professors, Lecturers and Associate Lecturers. After 10 years, regular Registrar and Controller Examination appointments have been implemented in the university. Similarly, new appointments of Additional Controller of Examinations, Additional Registrar, Assistant Controller of Examinations and Assistant Registrar were also made. Today the Islamia University of Bahawalpur is able to bear 90% of its own expenses. At present, 20 thousand male and female students are taking scholarships worth one billion ten crores and flood affected students are also benefiting. After Ahmedpur and Liaquatpur campuses, steps are underway to establish Hasilpur campus. Earlier, Governor Punjab Engr. Muhammad Baligh ur Rahman presided over a meeting of senior faculty members and teachers at the Vice Chancellor's office where they were briefed by Dr. Ali Raza on intercropping project, new varieties of cotton and research, IT and other projects. Governor Punjab and Chancellor visited the National Institute of Cotton Center and observed the new types of cotton where Professor Dr. Muhammad Iqbal Bandisha gave a detailed briefing. The Governor of Punjab also appreciated the beauty and freshness of Baghdad ul Jadeed Campus. On this occasion, a briefing was given on development activities, federal development package, public-private partnership and construction of buildings through university sources.

گورنرپنجاب و چانسلر انجینئر محمد بلیغ الرحمن نے کہا ہے کہ وطن عزیز کو قوموں کی صف میں باوقار مقام دلانے کے لیے معاشی استحکام ضروری ہے۔ عالمگیریت کے اس دور میں علم پر مبنی معیشت کے فروغ کے لیے اعلیٰ تعلیمی اداروں کا کردار انتہائی اہمیت کا حامل ہے۔ گورنر پنجاب نے ان خیالات کا اظہار آج اسلامیہ یونیورسٹی بہاول پور کے 18 ویں کانووکیشن میں خطاب کرتے ہوئے کیا۔ کانووکیشن میں 2016-20 کے 1857 طلباء وطالبات کو ڈگریاں اور میڈل عطا کیے گے ان میں 8 پی ایچ ڈی، 71ایم فل، 67 گولڈ اور 54 سلور میڈلسٹ شامل ہیں جنہیں بی ایس، بی ایس سی اور ایم ایس، ایم ایس سی کی ڈگریاں عطا کیں گئیں۔ انجینئر محمد بلیغ الرحمن نے کہا ہے کہ ہمارے تعلیمی ادارے ایسے گریجویٹس پیدا کریں جنہیں اپنے علوم پر مکمل دسترس حاصل ہواور وہ اعلیٰ اخلاقی اقدار کے حامل ہوں۔ خطہ بہاول پور حضرت خواجہ غلام فریدؒ کے انسانیت سے امن و محبت کے آفاقی پیغام سے بھرپور ہے۔ اسلامیہ یونیورسٹی بہاول پور خطے کا عظیم اثاثہ ہے جو نوابین بہاول پور نے اس خطے کی علمی میراث کے تسلسل کے لیے قائم کیا۔ اس موقع پر چانسلر کے کہنے پر تمام طلباء وطالبات نے کھڑے ہو کر اپنے والدین اور اساتذہ کو خراج تحسین پیش کیا۔ پاکستان کے قیام میں نواب آف بہاولپور کا کردار اور استحکام میں حصہ ہمیشہ یاد رہے گا۔ جاپان کی صنعتی ترقی میں کوالٹی اور آپس میں ملکر کائزن کے اصول سے بہتری کا اہم کردار ہے اور ہم بھی مستقل بہتری کی جانب قدم رکھیں۔انہوں نے طلباء وطالبات سے کہا کہ اپنی توانائیاں اورصلاحتیں ملک و قوم کے لئے وقف کر دیں۔کامیابی کے لیے اعلی کردار اہم ہے۔ کنسورشیم برائے کلائمیٹ چینج میں اسلامیہ یونیورسٹی بہاولپور کا بہت کام ہے۔ حال ہی میں مری میں ہونیوالی وائس چانسلر کانفرنس میں فیصلہ ہوا کہ اس کنسورشیم کی سربراہی اسلامیہ یونیورسٹی بہاولپور کریگی۔ یہ امر باعث اطمینان ہے کہ اسلامیہ یونیورسٹی بہاول پور وائس چانسلر انجینئر پروفیسر ڈاکٹر اطہر محبوب کی قیادت میں تمام شعبوں میں نمایاں ترقی کر رہی ہے اور ٹائمز ہائر ایجوکیشن 2023 کی رینکنگ میں دنیا کی 801 تا 1000 یونیورسٹیوں میں شامل ہو چکی ہے۔ یونیورسٹی میں تحقیق و تدریس کا اعلیٰ معیار، طلباء وطالبات کی تعداد میں غیر معمولی اضافہ، خود کفالت کے لیے اقدامات، نئے شعبوں اور فیکلٹیوں کا قیام، اساتذہ کی ترقیاں اور تعیناتیاں قابل تحسین اقدام ہے۔ یونیورسٹی میں سیرت چیئر اور سر صادق محمد خان چیئر کو فعال کرنے کے اقدام انتہائی خوش آئند ہیں۔ طلباء وطالبات کی فلاح و بہبود خصوصاً 100کلومیٹر کے دائرے میں اسلامیہ یونیورسٹی بہاول پور کی بس سروس کی فراہمی قابل تعریف اقدام ہے۔ اسلامیہ یونیورسٹی بہاول پور ملک کی پہلی ہیپاٹائٹس فری یونیورسٹی بن چکی ہے۔ حالیہ سیلاب میں اسلامیہ یونیورسٹی بہاول پور کی جانب سے فلڈ ریلیف مہم اور عطیات کی فراہمی انتہائی قابل تحسین اقدام ہے۔ کانووکیشن سے خطاب کرتے ہوئے وائس چانسلر اسلامیہ یونیورسٹی بہاول پور انجینئر پروفیسر ڈاکٹر اطہر محبوب نے 18 ویں کانووکیشن میں چانسلر انجینئر محمد بلیغ الرحمن، اعلیٰ حکام، اراکین پارلیمنٹ، معززین شہر اور سول سوسائٹی کے نمائندوں، میڈیا، طلباء وطالبات اور ان کے والدین کو خوش آمدید کہا۔ انہوں نے کہا کہ اسلامیہ یونیورسٹی بہاول پور کی حالیہ کامیابیاں بین الاقوامی رینکنگ کے اداروں کی جانب سے واضح طور پرسامنے آئی ہیں اور جامعہ اسلامیہ ایک عالمی یونیورسٹی کے طور پر ابھر کر سامنے آئی ہے۔ یہ تمام کامیابیاں اساتذہ کرام، ملازمین اور طلباء وطالبات کی اجتماعی محنت اور جاں فشانی کا نتیجہ ہے۔ اسلامیہ یونیورسٹی جنوبی پنجاب کی اول,  پنجاب کی دوئم اور پاکستان کی 7 ویں یونیورسٹی بن چکی ہے۔ اساتذہ کی تعداد تقریبا 1400 اور جز وقتی 1000 ہے۔ طلباء کی تعداد 65000 ہو چکی ہے۔یونیورسٹی نے گزشتہ تین سالوں میں تدریس و تحقیق، انتظامی اور مالیاتی امور اور ترقیاتی منصوبوں میں بڑے پیمانے پر اصلاحات کا آغاز کیا۔ اب تک 27 سلیکشن بورڈز اور63 سلیکشن کمیٹیاں منعقد ہوچکی ہیں جن کے ذریعے 3396 ٹیچنگ  نان ٹیچنگ سٹاف کا تقرر عمل میں لایا گیا ہے۔ اِسی طرح فیکلٹی کی تعداد کو 550 سے بڑھا کر تقریباً 1400 کر دیا گیا ہے تاکہ تدریس اور تحقیق کے لئے الگ الگ افرادی قوت دستیاب ہو اور معیار میں بھی اضافہ ہو۔ قریباً 808 ساتذہ کا تقرر ہوا جس میں پروفیسرز، ایسوسی ایٹ پروفیسر، اسٹنٹ پروفیسر، لیکچرار اور ایسوسی ایٹ لیکچرار شامل ہیں۔ یونیورسٹی میں دس سال بعد ریگولر رجسٹرار اور کنٹرولر امتحانات کی تقرری عمل میں لائی گئی ہے۔ اِسی طرح ایڈیشنل کنٹرولر امتحانات، ایڈیشنل رجسٹرار، اسسٹنٹ کنٹرولر امتحانات اور اسسٹنٹ رجسٹرار کی بھی نئی تعیناتیاں کی گئیں۔ آج اسلامیہ یونیورسٹی بہاول پور اپنے 90 فیصد اخراجات خود اٹھانے کے قابل ہو گئی ہے۔ اس وقت 20 ہزار طلباء وطالبات ایک ارب دس کروڑ مالیت کے سکالرشپ لے رہے ہیں اور سیلاب متاثرہ طلباء بھی مستفید ہو رہے ہیں۔ احمد پور اور لیاقت پور کیمپسز کے بعد حاصل پور کیمپس کے قیام کے لیے اقدامات جاری ہیں۔ طلباء وطالبات کی سطح پر سوسائیٹیز کے قیام سے ان میں قائدانہ صلاحتیں نکھر کر سامنے آئیں ہیں۔ اس موقع پر پرووائس چانسلر پروفیسر ڈاکٹر نیشنل انسٹیٹیوٹ آف کاٹن سنٹر کا دورہ کیا اور کپاس کی نئی اقسام کا مشاہدہ کیا جہاں پر پروفیسر ڈاکٹر محمد اقبال بندیشہ نے تفصیلی بریفنگ دی۔ گورنر پنجاب نے بغداد الجد ید کیمپس کی خوبصورتی اور شادابی کو بھی سراہا۔ اس موقع پر ترقیاتی سرگرمیوں،وفاقی ترقی کا پیکج، پبلک پرائیوٹ پارٹنرشپ اور یونیورسٹی ذرائع سے عمارات کی تعمیر پر بریفنگ دی گئی۔
